Sunset for NYC Employer Commute Plan?

New York City Employer Commute Option program consulting contracts for outreach and training of private sector companies are held up and may die before being let. Some observers believe the City Administration is calculating that the program's targets for reducing motor vehicle trips to workplaces -- specified in the Clean Air Act -- will never be enforced at the federal level and therefore do not warrant City expenditure. Without the work specified in the contracts, the NYC DOT will be far less able to monitor private company compliance with the program, much less reach out and help employers design effective commuting programs.
