The Mayor has waged political and media war on the bi-state agency for several years, with the enthusiastic participation of the Daily News. The initial report did not discuss where the Mayor envisioned control of the pending airport rail project, and didn't mention the disposition of the Port Authority's Manhattan bus terminal or its trans-Hudson bridges and tunnels. Some bridge and tunnel revenue supports PATH train operation, and transit advocates have broached the idea of using Port Authority revenues for MTA transit capital needs. No comment had yet been made by Governors Whitman and Pataki, who control the agency, or by PATH riders, who may take pause at the recent decline in NYC subway service.
