Northeast: Don't Railroad Us


The Coalition of Northeast Governors is opposing the proposed division of Conrail between CSX Corp. and Norfolk Southern Corp. A recent filing with the Surface Transportation Board by the governors of Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, Connecticut, New York, New Jersey and Pennsylvania said the deal as it now stands will not promote rail freight competition in New England and parts of New York. The states are also concerned about impacts of the deal on passenger rail operations. The NYC Economic Development Corporation has also expressed concern about trackage rights and competitive rail access to New York City.

The Surface Transportation Board will rule on the issue sometime next spring. Organizations, including state governments, trucking associations, short line railroads and others are making filings now that will insure their full participation in the merger proceedings. The Tri-State Transportation Campaign has registered as a participant.
