Around the Region: New Strategy For Foes Of The L.I.E. HOV Lane
Foes of the NY State DOT's plan to build a new HOV lane on the L.I.E. in eastern Queens say they will appeal their recent defeat in court. Since the City of NY was a plaintiff alongside Queens elected officials and civic groups, the local opponents may also be able to enlist Mayor Giuliani in other strategies to fight the project. The Mayor has veto power over the broad regional transportation capital plan. Alternatively, if the road widening requires city-owned land, City Hall may be able to stonewall the project without resorting to the big battle such a veto could entail.
