
Giuliani Concludes Airport Rail Deal -- Gets Cash, LaGuardia Look, Not Better JFK Plan
In negotiations with Governor Pataki occasioned by his threat to hold up the flow of federal transportation dollars to downstate NY, Mayor Giuliani agreed to let the Port Authority's Jamaica-JFK Airport light rail line proceed. The rail project had been dismissed as worthless by mayoral aides in numerous comments, but City Hall spokespersons told newspapers the city now views the 8.4-mile Queens line as a "first phase" of an eventual Manhattan-JFK rail link. In return, the Mayor won pledges from Pataki to "pressure" the Port Authority not to pass costs from the project to the city in the form of reduced airport rent (and in fact to hold the city harmless with state money, if necessary), and to "push" the PA to begin work on a rail link to LaGuardia. One worry about such a contingency-laden deal is that any state participation could come at the expense of funding normally slated for the MTA and other transit systems around the state.
