The ISTEA-2 bill before the Senate contains provisions for "environmental streamlining." The term is a euphemism for a return to the days of damn-the-torpedoes infrastructure building. "Streamliners" blame environmental review for the difficulty agencies have completing projects. In reality, intrusive road construction that promises nothing but more traffic has become widely unpopular. Plus, most agencies are just slow.
A streamlining amendment likely to be offered by NH's Sen. Bob Smith would wipe out federal environmental review of transportation projects.
Language now in the bill would allow agencies to seek permits for projects before completing environmental impact statements.
