The Metropolitan Atlanta Rapid Transit Authority (MARTA)
is trying to help real estate developers change their sprawling ways. Taking
advantage of a federal policy shift that encourages transit agencies to
develop new sources of operating income, MARTA is leasing land around its
stations to developers and inviting them to build apartments, shops and
offices. The first big test of the plan will be this spring, when construction
will begin on a mixed-use project on land surrounding a station and MARTA's
headquarters . The agency hired a real-estate firm to develop the site,
which will include 316 apartments, 280,000 square feet of shops, and 200
