The New York City Council yesterday acted to take some of the punch out of Mayor Giuliani's iron-fisted taxi laws, a move that administration officials blasted as "abysmal." The Council's Transportation Committee approved a bill that would tone down regulations that make it easier for the city to revoke hack privileges. The bill will go before the full Council this month - where it's expected to win passage - but will almost certainly face a mayoral veto and legal challenges. Committee Chairman Noach Dear (D-Brooklyn), who drafted the bill, said the administration's recently passed cab regulations are too tough on taxi and livery drivers. Daily News
