Conn Dot Offers Weak Transit Improvements


In an effort to persuade New Haven area municipal leaders to support an $800 million project to widen I-95 and New Haven's "Q" Bridge (see MTRs #205, 209), the CT Department of Transportation has offered to rebuild the Shoreline East railroad stations in Branford and Westbrook and to make improvements (primarily parking) to stations in three other communities.

A ConnDOT planner told the New Haven Register that the agency's transit improvement plan, which also includes more mass transit advertising, providing drivers with alternative routes during I-95 construction and "consideration" of a transit service increase during construction will "provide an opportunity for [commuters] because our interest is in getting cars off the road."

But to date, ConnDOT's plan still ignores almost all transit and ridesharing recommendations developed by the Intermodal Concept Development Committee (ICDC), an advisory panel that has worked on solving the region's traffic problems for years. Of all ICDC's transit improvement recommendations, Conn-DOT has only committed to train station rehabilitations and parking capacity increases. ICDC's call for more bus and train service, a new East Haven station, and fare decreases have all been ignored by the agency. ConnDOT's project includes widening I-95 from New Haven to Branford and widening the Q-Bridge over the Quinnipiac River to 10 lanes. The local leaders, who make up the South Central Regional Council of Governments (COG), have balked at the widening unless the state promises accompanying improvements to the region's mass transit system.

Without the COG's backing, DOT's $800 million dollar project cannot proceed. According to CT Fund for the Environment, ICDC's recommendations would cost $450-$500 million less than DOT's proposal. Furthermore, DOT's own estimates show that ICDC's plan would avoid 3,000 car trips on I-95 every day.
