The MTA currently offers half fare to the physically disabled, but not the mentally disabled.
A study commissioned by the state Legislature found it would cost $7
million annually to extend coverage to SSI/Medicaid recipients with mental
disabilities. The MTA currently has an untapped reserve fund of more than
$130 million plus a growing 1999 surplus of at least $52 million as of
April 1999.
