Half-Fare Disability Program Half-Way There


A bill that would allow people with serious mental illnesses who receive SSI/Medicaid to participate in the MTA's Half Fare Disability Program recently passed in the NY State Senate and is pending in the Assembly.

The MTA currently offers half fare to the physically disabled, but not the mentally disabled.

A study commissioned by the state Legislature found it would cost $7 million annually to extend coverage to SSI/Medicaid recipients with mental disabilities. The MTA currently has an untapped reserve fund of more than $130 million plus a growing 1999 surplus of at least $52 million as of April 1999.
