Legislators Back Non-Stop Parkway Tolls


At a press conference Tuesday, New Jersey State Senator Robert Martin and State Assembly Transportation Committee Chair Alex DeCroce abandoned earlier proposals to raze Garden State Parkway toll plazas. Instead, the lawmakers proposed legislation requiring the Parkway to adapt E-ZPass to allow toll collection from vehicles driving at highway speeds rather than the 5 mph design speed for old-style toll booths outfitted with E-Z Pass readers.

Parkway tolls are a strong candidate for non-stop electronic collection, since Parkway toll plazas straddle the highway itself, unlike the NJ Turnpike where they are mostly concentrated at highway entrances.

A Parkway spokesperson told reporters that the Parkway was now gathering data from agencies that have implemented or are working on high-speed toll lanes. The Illinois State Toll Highway Authority, for instance, has retrofitted a number of toll plazas with express lanes that permit cars with a transponder to pass at 55 mph while still paying a toll.

The legislation would require the Parkway to introduce full-speed toll lanes at any plaza where E-ZPass customers are providing two-thirds of its revenue.

The lawmakers said they had concluded that the E-ZPass plan was more workable than their plan to eliminate most toll plazas but hike toll rates at the remaining ones.

The Tri-State Transportation Campaign discussed E-Z Pass' full-speed collection potentials with the legislators following release of their initial proposal.
