But where the Senate's veto emphasized a demand that state transit and highway budgets attain "rough parity" (MTR #250), the Assembly's message reiterated the themes that its members had sounded this fall: the need for purchases of NYC Transit subway cars and buses sufficient to permit more rush-hour service, concern that the MTA plan does not show commitment to construction of a full-length, Bronx-to-Bowery 2nd Avenue subway and a push for much quicker conversion of NYC Transit's bus fleet to clean fuels. The Assembly's veto letter, sent by MTA Capital Program Review Board member Assemblywoman Catherine Nolan, also urged clearer explication of how the MTA proposal meets the region's overall transportation needs, and how the five-year construction and equipment purchase program will be paid for.
