East-of-Hudson Rail Freight - One Step Forward, One Step Back? -


In December, we reported that one of the constraints to bringing freight rail down the east side of the Hudson, south of Poughkeepsie, was low bridge clearance (MTR #248). Since then, Metro-North has graded its track between Poughkeepsie and Highbridge, and NYC DOT removed an obstruction under a bridge in NYC leading to the Oak Point Yard. As a consequence, "Plate F" boxcars (the new industry standard ) can now reach Oak Point. But one obstruction - a bridge carrying pedestrians, electricity and gas to a Refined Sugar plant near Poughkeepsie - still prevents trailer-on-flatcar or container-bearing intermodal trains from traveling south of Poughkeepsie and introducing modern rail freight to the Bronx and Long Island. According to CSX, Metro-North is negotiating a solution to this last impasse.

At the same time, however, the Hunts Point Market Cooperative Association may be trading rail for truck capacity. The Market is the largest generator of truck trips in NYC. The NYC Economic Development Corporation owns the market and leases land and facilities to the cooperative, which subleases space to vendors. CSX (previously Conrail) has a sublease at the southwestern corner of the market, where the railroad unloads flour from twelve train cars each day. The cooperative has threatened not to renew CSX' lease next spring.

CSX also says NYC EDC does not adequately maintain the tracks at the Edgewater Road link into the market. The railroad says EDC has not repaired tracks nor prevented trucks from parking on them during times set aside for train operation. Additionally, EDC has not agreed to put safety equipment on Hunts Point Avenue (which it owns within the market.) As a consequence, CSX says it cannot provide service to A&P, a major Market tenant who recently expressed interest in receiving more of its produce by rail. We were unable to reach EDC personnel about these issues before press time.
