Weinshall is New NYC Transport Chief


According to the NY Post and Newsday, the New York City Department of Transportation will soon be headed by Iris Weinshall, presently first deputy commissioner of the city's Department of Citywide Administrative Services and wife of Senator Charles Schumer. Although there is little more than a year left in the present administration, the head of City DOT has no shortage of opportunities to implement pedestrian- and cyclist-oriented transportation projects that can quickly improve the quality of life for NYC residents:

· Reconstruct the Grand Concourse with funding earmarked by Congressman José Serrano, Jr. A several-block pilot project showing the promise of planned renovation to better accommodate cyclists and walkers on the Concourse is done. However, there has been no movement on the full-scale project and staff at the Bronx Borough President's Office worry that Wilbur Chapman's resignation dooms the project for the rest of the Giuliani Administration.

· Redo the city's antiquated truck routes to reduce community truck impacts. Last year, the City DOT authorized a study that would have routed trucks for maximum speed without regard to pedestrian safety or property damage. A city-wide coalition of elected officials and citizen groups halted that study, but are waiting for one that would make city neighborhoods safer and less polluted.

· Create the remaining 600 miles of on-street bike lanes from the NYC Bicycle Master Plan. Only 100 miles exist, and only 50 of these were installed in the last 7 years. Install by summer of 2001 the remaining 792 bicycle racks slated for federal funding. Open the Manhattan Bridge and the north path on the Williamsburg Bridge to bicycles.

· Expand the pilot projects of the Downtown Brooklyn Traffic Calming Study so that they include a greater combination and variety of traffic calming techniques. Among those called for are more speed humps, neck downs and raised pedestrian crossings. Also as part of that effort, institute more aggressive traffic calming on Atlantic Avenue.
