when he vetoed the right-turn-on-red proposal for Staten Island.

In a November letter, the
Federal Highway Administration told the North Jersey Transportation Planning
Authority it was being "uncertified."

Funds for Freight Tunnel, Transit Projects
On Friday, the House approved
the 2002 transportation appropriations bill that a Senate-House conference
committee had recently settled on.
Second
Avenue Subway Engineering Begins
Last week, the MTA board
approved a $200 million contract for the preliminary engineering study
for the 2nd Avenue subway. The contract went to DMJM Harris.
