Transit Projects as Political Currency

Months before the earliest possible moment that we might see a draft MTA capital program, leading political figures appear to be putting out markers regarding their transit project likes and dislikes.

Most notably, NY State Assembly Speaker Sheldon Silver has recently vetoed MTA capital program amendments to undertake the renovation of the South Ferry subway station and to add funds to the study of the #7 subway extension.

Silver has been vague about his reasons and what he is willing to trade for un-blocking these projects. Neither legislative house has developed a public position regarding the next capital program. Silver is a strong backer of the Second Avenue subway, and his actions have caused Staten Island congressman Vito Fossella to vow to cause trouble for that project unless the South Ferry project is allowed to proceed. It’s possible that the action on the #7 project is a signal that Silver will try to prevent it from intruding into the MTA budget. It may also be that Silver would like to see more of the Sept. 11 funds slated for the South Ferry station spent on non-transit economic development initiatives.v
