After experiencing a fare hike in 2003 (MTR #400), Westchester bus riders will be spared another increase in 2005, Westchester DOT Commissioner Larry Salley told the Journal News recently. But due to decreased state funding and increased agency costs, the bus system will not see the hoped-for implementation of free MetroCard transfers to Bronx subways this year (MTR #461). The Journal News reported that next year the system will see an $8.8 million deficit because of rising labor and fuel costs, and a $3.3 million drop in state contributions. It is unclear whether the $8.8 projected deficit includes the decrease in state contributions, or if the total deficit will actually reach $12.1 million. Repeated calls to the DOT for clarification were not returned. County officials argue that Nassau’s Long Island Bus receives more state money than the Bee-Line and have been lobbying state lawmakers all year for more state dollars. County lawmakers’ proposed $9-$10 million increase never made it into the state budget. Instead, the Journal News reported that Westchester property owners may soon be paying more higher tax to make up the difference. Calls to county officials to clarify whether this was actively under consideration were not returned. A reduction in state aid means Westchester cannot afford to implement the MTA Metrocard system which would allow free transfers between Westchester buses and subway in the Bronx. Long Island Bus uses MetroCard and its routes to subway stations in Queens are its busiest. In April, Westchester officials were "cautiously optimistic" about being able to implement such service for Bee-Line riders this year. The convenience would allow 28% of Bee-Line riders who currently switch to MTA service to pay one $2 fare, rather than a $3.75 in two separate fares. Agency officials estimate that the free transfer would cost the agency $3 million in lost farebox revenue.
