NYC Congressional District Fact Sheets on Congestion PricingNYC Fact Sheets : City Council | State Assembly | State Senate | U.S. Congress An analysis of 2000 Census data, done by the Tri-State Campaign and the Pratt Center for Community Development, shows that, in every U.S. Congressional district which falls completely or partially within New York City, the vast majority of workers would not be affected by a congestion pricing fee as they do not drive to work alone in what would become the congestion pricing zone (Manhattan below 86th Street). In none of the 13 Congressional districts which fall completely or partially in NYC do more than 5.3% of workers drive alone to the congestion pricing zone. Furthermore, vehicle-owning households in every Congressional district in NYC are wealthier than households without access to a vehicle. The fact sheets contain, for each Congressional district in NYC, a breakdown of commuting patterns by mode and destination, vehicle ownership statistics, and the average incomes of vehicle-owning households and non-vehicle-owning households.
